Arizona's legislative body has approved a new measure designed to foster infrastructure development across the state. The newly established State Affordability Infrastructure Districts, or SAID, are intended to simplify the process of funding and constructing essential public infrastructure.
According to HousingWire, House Bill 2999 outlines the framework for these districts, placing them under the purview of the Arizona Finance Authority. This centralized oversight is expected to mitigate some of the complexities and risks associated with securing local approvals for large-scale projects.
The legislative intent behind SAID is to offer a more efficient pathway for financing diverse infrastructure needs. These include, but are not limited to, traditional public works such as roads, utilities, and public facilities. The scope also extends to covering specific impact fees that are often a component of new developments.
A key aspect of the new law is the diverse range of funding mechanisms available to these districts. They are authorized to issue various types of bonds, providing flexibility in how projects are financed. These include general obligation bonds, which are backed by the full faith and credit of the issuing entity, as well as special assessment bonds, which are repaid through levies on properties benefiting from the improvements. Furthermore, revenue bonds, serviced by the income generated from the funded projects, can also be utilized.
The ability to issue tax-exempt bonds is a significant feature, making these financing options more attractive to investors and potentially lowering borrowing costs for the districts. This fiscal advantage is crucial for enabling the development of extensive infrastructure required for growth and affordability initiatives within the state. The overall goal is to create a more robust and predictable environment for infrastructure investment, ultimately benefiting communities and supporting economic expansion in Arizona.
